Who is it for?
Designed for European urban managers and those interested in studying European competitive cities.
For 15 years now, the MEMR-course offers a chance to meet modern visions on urban development and planning, to get acquainted with important relevant international developments and to exchange experiences with participants from various countries. This Master programme deals with urban management in Europe and welcomes people from all over the world who want to learn from the European experience. Using literature, research experiences and by inviting guest lecturers from different countries a variety of issues concerning urban management is presented and discussed, such as management of metropolitan regions, urban revitalization and social exclusion, city marketing, public private partnerships, urban tourism and metropolitan organizing capacity.
The aim is to form urban managers able to create sustainable and competitive metropolitan regions. The programme combines an intensive academic education with concrete European experiences.

The programme is jointly organized with IHS and Erasmus School of Economics (ESE). For the first six months of the programme, participants will stay at IHS, EUR, Rotterdam. During this period, the courses will be linked to the Master programme in Urban Management and Development. The last six months comprise of research in Barcelona, Antwerp, Copenhagen or Venice by the participants.
The programme leads to the Master of Science Diploma. The programme has been accredited by the Dutch Ministry of Education as an academic Master programme. The stringent quality criteria applied by the Dutch Government are based on European standards for higher education.
In order to participate in this Master course you should:
- Have at least a Bachelor’ degree from a recognised University or similar institute.
- If you did not complete a Bachelors degree in English you must show certificates with relevant test results (such as TOEFL min. 550/TOEFL computer-based min. 213/ TOEFL internet based 79, IELTS min.6.0 (no IELTS subtest <5.5).
- It is an asset to have working or academic experience relevant for the area of specialisation
