    What are the strategies and what lessons can be learned from leading cities in The Netherlands, Europe and Internationally? What are the lessons from programmes such as Cities Alliance? Can planning, participation and partnership work?
  • Integrated and balanced programmes.
    Integrated development can give great benefits, but also involve costs. How to balance the needs of competitive cities with the tensions and opportunities created by poverty and migration? Can environmental needs also be built to achieve sustainable development?
  • Making it work: Process, participation, partnership.
    Effective strategies require good processes of development, political and professional support and institutional and financial structures to be effective. International linkages can strengthen this. The programme will focus on the most strategic aspects.
